CAF General and Flag Officer changes

General Jonathan Vance, Chief of the Defence Staff, announced an addition to the initial list of Canadian Armed Forces (CAF) General and Flag Officer senior appointments, promotions, and retirements that will occur in 2018.

These officers lead the CAF in defending our country’s values and interests, at home and abroad. 

Promotions and appointments resulting from retirements are as follows:

• Brigadier-General J.B. Ploughman will retire from service, resulting in the following promotions and appointments:
  • Brigadier-General G.R. Smith will be appointed Assistant Chief of Staff J5 at Supreme Headquarters Allied Powers Europe (SHAPE) in Casteau, Belgium, replacing Brigadier-General J.B. Ploughman.
  • Colonel D.O. (Darlene) Quinn will be promoted to the rank of Brigadier-General and appointed National Military Representative Europe in Casteau, Belgium, replacing Brigadier-General G.R. Smith.

• Brigadier-General K.L. Woiden will retire from service, resulting in the following promotion and appointment:
  • Brigadier-General D.B. Cochrane will be appointed Commander National Cadet and Junior Canadian Rangers Support Group at National Defence Headquarters (NDHQ) in Ottawa, replacing Brigadier-General K.L. Woiden.

• Brigadier-General S.A. Howden will retire from service, resulting in the following promotion and appointment:
  • Colonel A.R. Day will be promoted to the rank of Brigadier-General and appointed Director General Air Staff and Director General Air Reserve at NDHQ in Ottawa, replacing Brigadier-General S.A. Howden.

• Commodore R. Pumphrey will retire from service, resulting in the following promotion and appointment:
  • Captain (Navy) J.M. Hamilton will be promoted acting while so employed to the rank of Commodore and appointed Director General Defence Force Planning at NDHQ in Ottawa, replacing Commodore R. Pumphrey.

The following promotions and appointments result from new and continuing service requirements:

• Vice-Admiral M.A.G. Norman will be appointed to a supernumerary position in the Office of the Chief of the Defence Staff, resulting in the following appointment:
  • Lieutenant-General P.F. Wynnyk will be appointed Vice-Chief of the Defence Staff at NDHQ in Ottawa, replacing Vice-Admiral M.A.G. Norman.

• Major-General W.D. Eyre was promoted to the rank of Lieutenant-General into a new position at United Nations Command (UNC) and appointed Deputy Commander – UNC Korea, resulting the following promotion and appointment:
  • Commodore H.C. Edmundson was promoted to the rank of Rear-Admiral and appointed Deputy Commander Military Personnel Command at NDHQ in Ottawa, replacing Major-General W.D. Eyre.

• Colonel C.R. Keiver was promoted to the rank of Brigadier-General and will deploy on Operation IMPACT (JTF-I), replacing Brigadier-General A.R. Jayne.

• Brigadier-General M. Thériault will be seconded to Rideau Hall, as Senior Military Assistant to Her Excellency the Governor General, in Ottawa, resulting in the following promotion and appointment:
  • Colonel J. Janzen will be promoted acting while so employed to the rank of Brigadier-General and appointed Director General Public Affairs at NDHQ in Ottawa, replacing Brigadier-General M. Thériault.

• Commodore M.B. Mulkins will transition to Class A service with the Royal Canadian Navy, resulting in the following promotion and appointment:
  • Captain (Navy) S.E. Hopper will be promoted to the rank of Commodore and appointed Commander Naval Reserve at NDHQ in Ottawa, replacing Commodore M.B. Mulkins.

• Brigadier-General J.D.M. Robidoux will continue to serve in her current appointment as Deputy Chief of Reserves, resulting in the following promotion and appointment:
  • Colonel C. Mercier will be promoted to the rank of Brigadier-General and appointed Deputy Commander 2 Canadian Air Division Joint Task Force (East) in Montreal, replacing Brigadier-General J.D.M. Robidoux.

The following acting-while-so-employed Commodores and Brigadier-Generals will be promoted to their substantive rank:

Le Chef d’état-major de la Défense annonce d’autres nominations, promotions et départs à la retraite d’officiers généraux des Forces armées canadiennes

Le général Jonathan Vance, Chef d’état-major de la Défense, est heureux d’annoncer un ajout à la liste initiale des nominations, des promotions et des départs à la retraite des officiers généraux des Forces armées canadiennes (FAC) qui auront lieu en 2018.

Ces officiers dirigent les FAC dans la défense des valeurs et des intérêts de notre pays, au pays et à l’étranger.

Les promotions et les nominations résultant de départs à la retraite sont les suivantes :

• Le brigadier-général J.B. Ploughman prendra sa retraite, ce qui occasionnera les promotions et nominations suivantes :
  • Le brigadier-général G.R. Smith sera nommé chef d’état-major adjoint J5, au Grand Quartier général des Puissances alliées en Europe (SHAPE), à Casteau, en Belgique, en remplacement du brigadier-général J.B. Ploughman.
  • Le colonel D.O. (Darlene) Quinn sera promue au grade de brigadier-général et nommée representante militaire national Europe, à Casteau, en Belgique, en remplacement du brigadier-général G.R. Smith.

• Le brigadier-général K.L. Woiden prendra sa retraite, ce qui occasionnera la nomination suivante :
  • Le brigadier-général D.B. Cochrane sera nommé commandant du Groupe de soutien national pour les cadets et les Rangers juniors canadiens, au Quartier général de la Défense nationale (QGDN) à Ottawa, en replacement du brigadier-général K.L. Woiden.

• Le brigadier-général S.A. Howden prendra sa retraite, ce qui occasionnera la promotion et nomination suivante :
  • Le colonel A.R. Day sera promu au grade de brigadier-général et nommé Directeur général – État-major de la Force aérienne et Directeur général – Réserve aérienne, au QGDN à Ottawa, en replacement du brigadier-général S.A. Howden.

• Le commodore R. Pumphrey prendra sa retraite, ce qui occasionnera la promotion et nomination suivante :
  • Le capitaine de vaisseau J.M. Hamilton sera promu au grade intérimaire du commodore pendant la durée de l’affectation et nommé Directeur général – Planification des forces de la Défense, au QGDN à Ottawa, en replacement du commodore R. Pumphrey.

Les promotions et les nominations suivantes découlent des exigences nouvelles et existantes du service :

• Le vice-amiral M.A.G. Norman sera nommé à un poste de surnuméraire au Bureau du Chef d’état-major de la Défense, ce qui occasionnera la nomination suivante :
  • Le lieutenant-général P.F. Wynnyk sera nommé Vice-chef d’état-major de la Défense, au QGDN à Ottawa, en remplacement du vice-amiral M.A.G. Norman.

• Le major-général W.D. Eyre a été promu au grade de lieutenant-général dans un nouveau poste du Commandement des Nations Unies et nommé commandant adjoint du Commandement des Nations Unies, en Corée, ce qui occasionnera la promotion et nomination suivante :
  • Le commodore H.C. Edmundson a été promu au grade de contre-amiral et nommé commandant adjoint du Commandement du personnel militaire, au QGDN à Ottawa, en remplacement du major-général W.D. Eyre.

• Le colonel C.R. Keiver a été promu au grade de brigadier-général et sera envoyé en déploiement dans le cadre de l’Op IMPACT (JTF-I), en replacement du brigadier-général A.R. Jayne.

• Le brigadier-général M. Thériault sera détaché à Rideau Hall comme assistant militaire principal auprès Son Excellence la Gouverneure générale, à Ottawa, ce qui occasionnera la promotion et nomination suivante :
  • Le colonel J. Janzen sera promu au grade intérimaire de brigadier-général pendant la durée de l’affectation et nommé Directeur général des Affaires publiques, au QGDN, à Ottawa, en remplacement du brigadier-général M. Thériault.

• Le commodre M.B. Mulkins passera au service de classe A dans la Marine royale canadienne, ce qui occasionnera la promotion et nomination suivante :
  • Le capitaine de vaisseau S.E. Hopper sera promu au grade de commodore et nommé commandant de la Réserve navale, au QGDN à Ottawa, en replacement du commodore M.B. Mulkins.

• Le brigadier-général J.D.M. Robidoux continuera de servir en tant que chef adjoint de la Réserve, ce qui occasionnera la promotion et nomination suivante :
  • Le colonel C. Mercier sera promu au grade de brigadier-général et nommé commandant adjoint 2e Division aérienne du Canada et Force opérationnelle interarmées (Est), à Montréal, en remplacement du brigadier-général J.D.M. Robidoux.

Les commodores et les brigadier-généraux ainsi employés aux grades intérimaires seront promus a leurs grades effectifs :
