The CDA Institute has announced that Dr. James A Boutilier has been selected as the recipient of the Vimy Award for 2016. This prestigious award is presented annually to one prominent Canadian who has made outstanding contributions towards the security and defence of Canada and the preservation of our democratic values. The Award honours the bravery and sacrifices of the Canadian soldiers who were victorious at the Battle of Vimy Ridge in April 1917.

Dr. James Boutilier is the Special Advisor, International Engagement, at Canada's Maritime Forces Pacific Headquarters in Esquimalt, British Columbia. He is currently responsible for advising the Commander of Maritime Forces Pacific on matters of security, defence and foreign policy, and his in-depth expertise of the Asia-Pacific region has been highly sought after for over half century. Prior to his appointment at MARPAC, Dr. Boutilier spent twenty-four years on staff at the Royal Roads Military College in Victoria as Head of the History Department and then as Dean of Arts. He is also an adjunct professor of Pacific and Asian Studies at the University of Victoria and the President of the Maritime Awards Society of Canada.

Born in Halifax, Nova Scotia, Dr. Boutilier attended Dalhousie University (BA History: 1960), McMaster University (MA History: 1962), and the University of London (PhD History: 1969). Dr. Boutilier served in the Royal Canadian Navy Reserve from 1956 to 1964 as a navigating officer and in the same capacity in the Royal Navy Reserve from 1964 to 1969. After completing his time with the RN, Dr. Boutilier taught at the University of the South Pacific in Suva, Fiji, from 1969 to 1971.

Dr. Boutilier's field of expertise is Asia-Pacific security and defence, particularly with regards to maritime issues. He is widely published on international security and defence matters, and lectures frequently at the NATO Defense College, the Canadian Forces College and the Australian Defence College. Dr. Boutilier participates in and promotes the coordination of community events and public fora that raise the general awareness of the Royal Canadian Navy, the Canadian Armed Forces and the entire Canadian Security and Defence community, both in Canada and abroad.

Le Prix Vimy 2016 de l'Institut de la CAD

L'Institut de la CAD a le plaisir d'annoncer que le M. James A. Boutilier a été choisi à l'unanimité comme lauréat du Prix Vimy 2016. Ce prix prestigieux est présenté annuellement à un canadien ou à une canadienne qui a contribué de façon exceptionnelle à la sécurité et à la défense du Canada et à la préservation de nos valeurs démocratiques. Le prix Vimy est ainsi nommé en l'honneur de la bravoure et des sacrifices des soldats canadiens qui ont été victorieux lors de la bataille de la Crête de Vimy, en avril 1917.

 M. James Boutilier est conseiller spécial au niveau de l'engagement international, au siège de Forces maritimes du Pacifique du Canada à Esquimalt, en Colombie-Britannique. Il est conseiller pour le commandant des Forces maritimes du Pacifique en matière de sécurité, la défense et la politique étrangère, et son expertise approfondie de la région Asie-Pacifique a été très recherchée depuis plus d'un demi-siècle. Avant sa nomination au MARPAC, M. Boutilier a passé vingt-quatre ans au Royal Roads Military College à Victoria en tant que chef du département d'histoire, puis comme doyen des arts. Il est également professeur adjoint des études Pacifique et asiatiques à l'Université de Victoria et le président de la Société des prix maritimes du Canada.

M. Boutilier est expert de la sécurité et de la défense en affaires maritimes Asie-pacifique. Il a beaucoup publié sur les questions internationales de sécurité et de défense, et donne fréquemment des conférences au Collège de défense de l'OTAN, le Collège des Forces canadiennes et de l'Australian Defence College. M. Boutilier participe et encourage la coordination des événements communautaires et des forums publics qui augmentent la prise de conscience générale de la Marine royale du Canada, les Forces armées canadiennes et l'ensemble de la communauté canadienne de la sécurité et de la défense, à la fois au Canada et à l'étranger.
