The leaders of Canada, the U.S. and Mexico, aka ‘The Three Amigos’, will hold their first in face meeting in five years this week in Washington. These are challenging times, especially with a Biden administration that is difficult to predict but appears to have embraced protectionism, fighting climate change (maybe), developing a new strategy toward China (maybe), ignoring mass migration, and spending significant funds on domestic infrastructure and services improvement. All of these have significant ramifications for Canada.

Accordingly, Canadians will be watching to see if the following action points will be promoted by Canada for adoption by all three countries:

• Develop and deploy a strategy for implementing climate change reforms while protecting domestic economic interests and respecting the commitments of the U.S. Mexico Canada (USMCA) Agreement;
   
• Develop and deploy a collaborative border security strategy to address the reality of mass migration and cross border smuggling which includes joint border enforcement operations to prevent illegal entry and smuggling as well as adoption by all parties of an in-country return system process for processing cases in secure facilities in the exit countries rather than allowing illegal entry and case processing following entry in the entry countries;
   
• Develop and deploy a modernized supply management system that improves economic efficiency and long-term reliability for the three countries;
   
• Commit to developing a mining and natural resource strategy that focuses on reduced greenhouse gas emission outcomes, mining and producing rare earth minerals, and increasing domestic economic prosperity for the people of all three countries;
   
• Developing an ongoing cyber security strategy to enhance domestic and inter-country cyber systems as well as deterring theft of intellectual property by third countries, cyber-attacks and ransomware attempts while at the same time enhancing domestic prosperity and promoting the privacy and safety of the citizens of the three countries.
